CHARTER FOR THE
TRI-SERVICE ENVIRONMENTAL RISK ASSESSMENT
WORK GROUP SUBCOMMITTEE

SUBJECT: Environmental Risk Assessment Work Group Sub-Committee to the Tri-Service Environmental Support Centers Coordinating Committee

1. REFERENCE: Charter, Tri-Service Environmental Support Centers Coordinating Committee, 3 Oct 94

2.   Purpose: The Tri-Service Environmental Risk Assessment Working Group (TSERAWG), a subcommittee of the Tri-Service Environmental Support Centers Coordinating Committee (TESCCC), has been organized to coordinate and create better cohesion between the services in the conduct of ecological risk assessments (ERA) and human health risk assessments (HHRA) at sites worldwide. Through close interaction with academia, regulatory agencies, and the DOD, the TSERAWG will assist in the transfer of the most recent technical information to member organizations pertinent to ERAs and HHRAs and their applications. The TSERWG will present guidance to the TESCCC for their approval as Tri-Service guidance, and when appropriate, provide technical input from which to make policy recommendations relative to environmental risk assessment. The TSERAWG will participate in technical reviews and evaluate various techniques and methodologies for risk assessments.

Membership:

  1. Membership in the TSERAWG includes scientific and technical experts from the Air Force, Army, and Navy. Member expertise is expected in the following areas: risk assessment, engineering, toxicology, aquatic and terrestrial biology, soil and plant sciences, chemistry, ecology, veterinary medicine, as well as allied sciences.
  2. Organizations currently represented within TSERA-WG include the following:
    • Air Force Center for Environmental Excellence,
    • Air Force Institute for Operational Health,
    • Air Force Research Laboratory, Human Effectiveness, Biosciences and Protection Division
    • Army Environmental Center
    • Army Center for Health Promotion and Preventive Medicine,
    • Army Edgewood Chemical Biological Center,
    • Army Engineers Research & Development Center,
    • Army Corps of Engineers’ Hazardous, Toxic and Radioactive Waste Center of Expertise,
    • Naval Facilities Engineering Command,
    • Naval Facilities Engineering Service Center
    • Naval Command Control and Ocean Surveillance Center
    • Naval Environmental Health Center.

    Membership may be expanded at any time to include additional tri-service components involved in environmental risk assessments or risk assessment-related issues.

  3. Representatives from other Department of Defense, Federal, or state organizations, or activities not listed above, may participate in meetings of the work group when deemed appropriate and upon request of the TSERAWG. A representative to the DOD will be provided to the Materials of Evolving Regulatory Interest Team (MERIT) to assist in the coordination of technical information related to environmental risk assessment.
4.  Agenda:   TSERAWG meetings shall be held as deemed appropriate by the TSERAWG and will be hosted on a rotating basis by member organizations. The host organization is responsible for providing a meeting site, determining the date, chairing the general meeting, setting the agenda, recording meeting minutes, and providing copies of the minutes to each service’s TSERAWG Coordinator. Meeting dates will tentatively be set at the conclusion of each meeting and conclusively be determined by the hosting organization.

5.  Operations:   Each service identifies a TSERAWG Service Coordinator who will serve as the Service point of contact for dissemination of meeting information, identifying agenda items and distributing documentation. Each Service Coordinator will maintain a repository of the materials generated by the activities of the work group. These materials may include meeting agendas, minutes, copies of presentations, copies of official documents, Work Group products, and related materials. All information generated by the TSERAWG will be distributed to the work group members and others as needed. An Annual Update will include a synopsis of meeting presentations and be available through the TSERAWG web site. The TSERAWG Secretary will be responsible for developing the Annual Update. The TSERAWG will submit recommendations and findings to the TESCCC for concurrence and approval. The primary purpose of the TSERAWG Chair is to invite all affiliate and non members to each meeting, conduct the business portion of the meetings, and serve as a central point of contact for the organization. The Vice-Chair will function as the acting Chair when the Chair is not available. The Chair and Vice-Chair will serve for two years and be elected by the members present at the meeting at the beginning of the annual year. Minimum representation of at least one member from each service is required to constitute a quorum.

6.  Funding:   Member organizations shall support the activities of the TSERAWG by providing travel funds to their representatives. Specific activities may be funded from other sources as resources are available.
